On 10/25/06, The Community Service Fair Bill was passed. It was approved by the Principal.

Bill:

Lexington High School should establish an annual all-school Community Service Fair for the purpose of promoting school-approved community service activities. The Fair should be held on a date to be determined by the Administration and should provide a venue for all approved community service activities to make their service opportunities known to the student body. The Fair should be held in the Quad or adequately sized common area and provide booths for all organizations. The Social Action and Communication Committees should make public the date of the Fair and contact outside groups to participate.

Rationale:

1. One of the primary problems with Lexington High School's community service program has been the issue of determining what community service should be approved and what should not.
2. Holding an annual Community Service Fair will allow students to both see and sign up for an array of approved community service opportunities, reducing the incentive to search for potentially unapproved activities.
3. The Guidance Department and Social Action Committee have lists of approved activities. A fair would facilitate the publication of these activities and provide a venue for community service organizations to come on to campus

On 11/01/06 and 4/25/07 the Community Records Access Bill was passed. Both times it was vetoed.

The LHS Administration is hereby directed to add the total number of community service hours accepted to date to the student profiles that are provided by two pieces of web software: AP Web and Anaces.  Faculty already has online access to student records through this software.

Rationale:

The Community Service Committee Report recommends that faculty take a more active role in helping students perform community service.  In order to do this, faculty need to be able to identify students in need.  Currently, a faculty member seeking a student's community service record must enlist the assistance of Guidance counselors, administrators, or their secretaries, putting an unnecessary burden on busy people.

Records of community service hours performed by students are currently not confidential as any faculty member can obtain them.

This bill was passed and then vetoed last fall.  The only reason given for the veto was to permit the faculty to discuss community service issues first.  That has happened.

Before the former bill was passed it was determined that the changes to AP Web could be made internally in "minutes" and the changes in Anaces would be provided for free.

The Senate discussed The Integrity of the Transcript bill. The bill was an attempt to deal with the falsifying of community service hours.

The Homeroom Announcement Bill was passed 12/13/06. On it was later changed to have a 60 day trial period, with approval from the Principal.

Announcements for homerooms will be printed one-sided and will be posted in every homeroom in a conspicuous place until they are replaced by the next homeroom announcements.

Announcements will contain a passage of 30 words or less to be read aloud.  Additional words are welcome and can be found by interested students at any time posted in any classroom.  Whether more than the maximum of 30 words is read or whether announcements are read more than once remains at the discretion of the homeroom teacher.  An announcement may be printed for as many days as requested.

Announcements not meeting these criteria will be edited by the student moderators.  The student moderators will alter the instructions on the School Announcements web page to reflect the changes this bill requires.

The bill will be in place for a temporary period of 60 days.

Rationale.

This bill is intended to encourage all faculty to minimize the time during which homeroom announcements are read.

Homerooms are intended for more than announcements.  They are also designed for students to have some down time and to encourage relationships to be built between faculty and students outside the classroom setting.

The current unregulated method of delivery leads to announcements that are too long and are consequently sometimes ignored.

A survey taken in December, 2002, when announcements were read aloud over the PA at the beginning of the day, found that more than half of students said they learned about school events mostly by word of mouth.  Only 8% listed announcements as their primary source of information.

This bill augments but in no way alters or replaces the Homeroom Announcements Bill of April 2004.

The Library Pass bill was passed 1/03/07. The bill was eventually vetoed.

Students without open campus who wish to go to the Library during a study hall will no longer need to obtain a signature from their study hall teachers on their library passes.  Therefore, all students with library passes may proceed directly to the library at the beginning of the block.  Students without open campus will still be required to bring their signed passes back to their study hall teachers before the block ends.

Rationale:

1)    While students may arrive on time to study, it is not uncommon for teachers who are traveling from different buildings to be upwards of ten minutes late.  Requiring students to have their passes signed by their study hall teachers and to return before the block ends often results in students having less than thirty minutes to work in the library.

2)    A study hall teacher's signature on the library pass is unnecessary due to the fact that if the student does not have a study, yet goes to the library, he or she will be penalized with an unexcused absence in their scheduled class.

3)    Because timestamps on library passes show time of entrance and exit, study hall teachers can easily see if the student spent the time that they were not in the study hall in the library.  Secretaries will also be able to easily assess whether students spent the full block in the library or if there is time that is unaccounted for.
